Unfortunately it does not seem to be limited to doujin..... the fanfiction community also seems to tragically feature Shirley being miss-portrayed as some sort of shallow, big breasted, air headed sex doll, her strong charicter and drive as a speed demon and mechanic being defiled and she is reduced to the role of some shallow, "sexy lamp" love interest for some infuriating male magic using Gary stu.

As far as the first paragraph, you gotta remember this is Strike Witches. The anime itself, well, the characters are wearing "pants" and they spend quite a lot of time dwelling on certain character's chests. So everyone's kind of used to a light sprinkling of sexualization on top of everything as the norm.
