If not, think about this: Can you name, let's say five, non-sci-fi or fantasy shows written and produced in your country of origin that are not set there and feature not a single character from your country in the main cast? Now think a bit further, the 501st are THE official face of the franchise (a Japanese one mind you) and seeing where things left off at the end of the second season (Miyafuji out of the witchery business and Mio being oooooooooooooold) it should be more than obvious that they roll in another Fuso witch as replacement. And if you want an in-universe explanation: Fuso is one of the military superpowers in the universe and the 501st is THE best JFW there is. And without an active member to represent said power, it's obvious that they get another token Fuso witch. Every JFW has one. So, let me ask you instead: Why shouldn't Japanese people put Japanese characters in Japanese shows aimed at Japanese people?
